Intercity Light-Rail Programme

A proposed electric, double-track, standard-gauge light-rail connection between two major urban centres, procured under a BOT contract. The scheme covered approximately 26 km of route with two terminal stations, five intermediate stations in the later design, and an initial demand forecast of around 45,000 passengers per day. The procurement was estimated at approximately US$200 million at the stage MZA was engaged.

MZA’s predecessor organisation held an exclusive agency role for international rail development and contracting organisations through the prequalification and procurement stages.

This is bid-stage experience. The scheme passed through several procurement and restructuring rounds, later estimates rose substantially, and the awarded agreements were subsequently terminated. The system was not constructed under the original structure. Nothing in this record should be read as a completed railway or as infrastructure delivered by MZA.
