Urban and social developments are infrastructure programmes wearing a real-estate face: hospitals, mixed-use districts and public facilities depend on utilities, access infrastructure, phasing and service integration as much as on the buildings themselves. Delivery involves public authorities, developers, operators and contractors whose interests must be aligned early.
